MON11 - Identifying True Cost and Schedule Risk Drivers with Acumen Risk™

In a traditional risk analysis setting, the focus is often on using complex statistical calculations in order to understand the overall impact of potential risk events combined. This presentation walks through an alternate, more intuitive approach to evaluating risk impact. MON13 - Microsoft Project Dissected

Despite some detractor’s opinions, Microsoft Project (MSP) CPM scheduling software is here to stay, as many contracts are now mandating its use. Multi-billion Dollar Department of Defense projects are being scheduled solely using MSP yet proper use of this software often stymies the modern construction scheduler. Why is it so hard for construction-oriented schedulers to use MSP?
Most people using MSP on construction projects find that MSP is fine for planning the work but very difficult to use when maintaining the status and forecasting accurate project completion. MSP is also difficult to use when performing delay analyses.
The secret of using MSP on construction-related jobs is understanding how it actually works. You can even ‘make’ MSP properly reflect the display of proper Retained Logic, if you know how. This paper will explain how to best use MSP in place of P6 or other more status-oriented scheduling software.

MON17 - GANTT Chart requiescat in pace

Henry Gantt is best known for the ubiquitous Gantt chart. When introduced in the 1910s, the Gantt chart was an innovation of worldwide-importance and made its mark on such iconic projects as the Hoover Dam and the U.S. interstate highway network. A staple of construction scheduling seemingly destined for the dust bin when CPM came on the scene in the late 1950s, the bar chart lives on as the graph of choice for MS Project, Oracle Primavera and other CPM software. But, in this Author’s opinion, the bar chart has seen its day. The graphical path method or GPM®, a planning/scheduling method that improves on CPM and has no use for bar charts, is gaining ground on CPM. Should GPM gain acceptance, project managers can look forward to the day when logic diagrams and not bar charts are used to convey their schedules. This presentation lays out the case for GPM and is intended for professionals looking for a tool worthy of the internet revolution.

Many Contract Documents are now requiring the use of the latest version of Primavera software (P6™) due to its enterprise capabilities and its use of latest technologies including the capabilities to interact other software applications; therefore it is important for the Scheduler to understand how to use this software most efficiently in their battle to complete their projects in a timely manner.

Primavera’s latest release of P6™ contains many features that can assist in developing schedules quickly and efficiently. However, a new or in-experienced user would be overwhelmed in the struggle to prepare the schedule using P6™ and these advanced features without proper training or “Basic Training”.
This session will focus on the presenters’ experiences and their lessons learned regarding the effective use of P6 ™ in the schedule development process as they apply to the Planning and Scheduling development processes. The Scheduler should be able to apply the implementation and execution “Lessons Learned” outlined in this presentation to develop schedules quickly and efficiently using P6™.

Spider Project is an integrated project, program and portfolio management system that includes estimating, quantity based and conditional scheduling, resource, material and cost leveling, risk simulation and analysis, advanced schedule and performance analysis. It includes a lot of unique features that may of interest to session attendees. Introduced in 1993 Spider Project today is used by most construction companies in Russia and by many users in 29 countries.

MON33 - Cost and Schedule Integration: An Industry Update

In the past few months, the U.S. Department of Defense (DoD) issued DI-MGMT-81466B, a new data item description (DiD) entitled the Integrated Program Management Report, or “IPMR.” Meant for cost reimbursable contracts with an earned value management system (EVMS) requirement, it combines the previous contract performance reporting (CPR) requirements with Integrated Master Schedule (IMS) data into a single electronic submittal. This additional emphasis on cost and schedule integration is not just limited to the federal contracting environments, however—several large engineering, procurement, and construction (EPC) contractors have recently implemented internal requirements to better integrate cost and schedule within their own project management and control practices. The presenter for this session, Michael R. Nosbisch, Vice President of Project Time & Cost, Inc., has supported both federal and commercial projects, and will examine the state of cost and schedule integration across all of industry. Included will be a detailed discussion of several “recommended practices” that leverage his 24 plus years of combined experience as a practitioner, functional manager, and consultant.

MON34 - Using Deltek Open Plan to Manage the Revitalization of I-95

The Pennsylvania Department of Transportation is working on a long-term, multi-phase infrastructure initiative to improve and rebuild I-95 in Pennsylvania. Several projects are presently in design or construction on I-95 in Philadelphia, Bucks County and Delaware County. In addition, some future projects are in the planning stage and other projects have been completed. This presentation will focus on how Deltek Open Plan is used to manage the portfolio of design and construction projects that make up the 2 billion dollar I-95 revitalization. We will describe how all parties (design, PennDot, construction) all update the projects on a monthly timeframe and the basis of the criteria on when this happens so all data is consistent.

MON35 - Schedule Planning and Production Control in Vico Office

This advanced course is designed for planning teams who want to learn more about location-based management theory and how it is used in complex, commercial construction projects. 4D BIM scheduling is comprised of 4 components in Vico Office: quantities by location, flowline theory, on-site production control, and 4D movie simulations. In this session, we will focus on the planning functional subset of locations, flowline, and using scheduling simulations to explain the project to the Owner. However, as any good Scheduler knows, planning the schedule is only half the battle; the other half is managing to the schedule on-site. We will examine the skills and toolsets necessary to perform on-site production control. We will tackle measuring work put in place by location and comparing actuals to planned; using forecasts to help Supers see potential conflicts far in advance; and working as a team to solve scheduling conflicts and avoid cascading delays.
Participants in this session will enjoy a deep dive into:

  • Location Breakdown Structure: Intrinsic to model-based scheduling is the planner’s ability to define multiple location structures for trade-specific work sequences. These locations are then used to perform location-based quantity takeoff which is the input for location-based cost and schedule planning.
  • Schedule Planning: In model-based scheduling, the planning process is a scientific derivation of the BIM model geometry for quantities, combined with locations and crew productivity rates.
  • Flowline Theory: This scheduling approach asserts that subcontractors can work at optimum productivity rates with optimum safety and craftsmanship if their location is free of unnecessary materials and other crews and if they work continuously from location to location.
  • Scheduling Simulation: Your Owner deliverables should be more than a simple schedule movie – it needs to be a powerful playback of the scientifically-derived Flowline schedule based on quantities by location and crew productivity rates. Use it to illustrate the schedule to the Owner, supplemented by the cost- and resource-loaded schedule.
  • On-Site monitoring: Using a simple Control Chart, team members update the Task per Location status on a daily or weekly basis and project stakeholders can easily identify schedule problems.
  • Forecasts: Forecasting tools enable planners to easily analyze project schedules based on actual progress.
  • What-If Scenarios: Run what-if scenarios to determine outcomes should work continue as-is.
  • Collaborative Planning: Design solutions to alleviate the problem (more manpower, different locations, commitments from other Subs).
  • Communication: Design 4D simulations specifically for each trade to better communicate what needs to be achieved on-site.
Model-based scheduling introduces a host of new skills and deliverables for the planning team. Learn what it takes to use BIM models to power your scheduling workflow and to offer the Owner a completely different experience with cost-and resource-loaded schedules that are updated during the construction phase of a project. Cost-loaded schedules allow project teams to determine planned cost at a point in time and compare that to the actual cost from reported completion. Creating and maintaining these deliverables, as well as creating the progress reports, is only possible with a solution tightly integrated around the 3D model, the 4D schedule, and the 5D estimate.

MON36 - Additional Steps Required To Perform A Delay Analysis With P6

The introduction of P6, by Primavera, has made the dispute resolution analysis process more expensive than it was using P3. There are many reasons why P6 has made the delay analysis process more labor intensive and thereby more expensive. The authors of this presentation will explain what parts of the process are more difficult using P6 and how they now perform these elements of the analysis.

The goal of Integrated Program Management is to provide project teams with accurate situational awareness, allowing teams to predict and influence project success. Lack of insight can lead to costly surprises and limit the ability of the team to provide meaningful corrective actions. It can be challenging to understand risks and trends and how they will impact a project. EVMS covers cost and schedule but IPM also includes cost estimates, risk analysis and technical performance. This presentation will provide an applied definition of IPM and demonstrate a practical approach to projects and programs with ARES Project Management’s integrated project cost management system – PRISMG2.

MON46 - 4D Scheduling Increases RI Department of Transportation’s ROI

Over the past year RIDOT has increased the use of 4D scheduling for preconstruction planning. This session will take attendees through a recent Rhode Island Department of Transportation project in which RIDOT, working with their consultant - Turino Group, developed a 4D schedule for an $80 million, three-year Highway/Bridge Reconstruction on Interstate I-95. This project is a traditional Design Bid Build Project that will be out for bid this October, 31 2012. The Owner of Turino will review how RIDOT utilized 4D to assess an optimum completion date, phasing, constructability, and review how the ROI of 4D schedules can be seen prior to putting a project out to bid. The 4D enhances the use of CPM and provides a great tool to communicate and facilitate project decisions. The outstanding feedback received from owners and engineers will also be included throughout the presentation.

MON47 - How to cost load a schedule for USACE's QCS/RMS

Cost loading a schedule for USACE’s QCS/RMS is often a source of much misunderstanding and frustration on the part of the Schedulers. An understanding of the reasons and requirements for cost loading a schedule to support QCS/RMS is of great help. Simply put; understanding the data in and structure of the SDEF File is the first step; understanding the reason for cost loading the schedule is the second reason to understand the SDEF File. The bottom line is, if you want to be paid for the work performed then you need to cost load you schedule, that is, your schedule becomes the Schedule of Values (SOV) forming the basis of your monthly progress payments. This session will, provide a basic understanding of the requirements for cost loading a schedule and an understanding of the data in the SDEF File that will allow you to get paid.

TUE13 - Introduction to Schedule Analyzer Software

Schedule Analyzer software has a history almost as long as Primavera’s. The P3 version of Schedule Analyzer was introduced in 1991 and the P6 version in 2003. Since 2003, we have had over 150 upgrades including adding hundreds of new reports and several dozen P6 interface features, as well as incorporating P6 changes. TUE14 - Synchro Scheduling Tips & Tricks

This session will offer a more in depth look into how Synchro works with P6, MS Project, PMA and other scheduling software. A P6 example will be used to reflect how changes incorporated into your updated project schedule can be synchronized back to a Synchro file using the different options in Synchro and how changes made within Synchro can be incorporated into your project schedule. We will look at how to update and schedule in Synchro as well as the cost and labor, material, and equipment resource loading features of Synchro.

TUE15 - Linear scheduling integration in a CPM network

For linear projects such as road, transmission line, rail, pipeline or tunnel projects, linear planning is the method of choice as it reflects both schedule and location based constraints such as environmental, permitting, crossings, rivers and elevation. TILOS™ incorporates all distance and schedule data into to a single time location (march chart) or a Gantt chart, allowing the project team to readily understand the challenges of the project, optimize the plan and manage the execution of the job.
TILOS™ presents a new approach of how the CPM can be enhanced to meet demands of linear schedules. Special distance based constraints for activity relationships can be defined in order to prevent crew overlaps. The results of these constraints are converted to two time-based lags on which the CPM network is calculated, including floats and critical path information. Data in TILOS ™ can easily be exchanged with other project management systems such as Primavera™ or Microsoft Project™.
This session will demonstrate a complete project lifecycle using TILOS™ to: rapidly create a schedule based on templates and site data; explore the use of the tool for execution and project control; and illustrate data exchange with Primavera™

TUE16 - Estimating Fallacies - Excessive Detail Does Not Help

A critique of the PMI Practice Standard for Estimating and the idea that 'bottom up' estimating always equals improved accuracy.
Estimating durations and costs can be done in great detail using sophisticated tools. However, detailed is not synonymous with accurate! Excessive detail can reduce accuracy, devalue the estimate and create unrealistic expectations leading to a perception of failure when the project fails to achieve the impossible.
Bottom up estimating is only more accurate for work in the short term where all relevant information is available and current. This means the technique works for small internal projects with a maximum duration of a few weeks and for the near term work on larger projects where the people involved in doing the work, the actual complications and degree of difficulty of the work and the current performance levels are known.
Greater accuracy can usually be obtained on larger projects using other techniques such as vendor bid analysis, parametric or analogous approaches. Adding inaccurate detail simply confuses the estimate without improving the accuracy of the overall answer! This paper will lay out a practical framework for estimating and communicating estimates to management in ways that do not generate false expectations.

The transformation of the Columbus, Ohio Downtown Riverfront consisted of 28 distinct and diverse Projects ($157M) from 2008-2012. A few of those projects included demolishing and rebuilding bridges across the Scioto River, Courthouse Renovations, New Utilities and Sewage, Road Reconstruction and Street Renovations, River Front Development, a new Floodwall, Parking Garages and a Mall Demolition. In addition, the construction of the award winning “Scioto Mile” consisting of 145 acres of interconnecting Parks, 15,000 square-feet of 1,000 lighted interactive fountains, the country’s largest outdoor climbing wall, the world’s most authentic replica of the Santa Maria, Dining Facilities, State of the Art Performing Arts Pavilion, with connecting bike paths and pedestrian ways. The projects had multiple owners, both public and private, and the projects were managed with little impact to a fully operational Downtown that was home to the State Capital, Federal and County Offices, Businesses, Restaurants, and The Ohio State University within 2 miles. How do you accomplish this in a one-square mile vicinity within a 4 year time period with an immovable end date celebrating the Columbus Bicentennial? You do it with Scheduling and Coordination that raises the bar.

TUE33 - Avoiding the 'Tipping Point to Failure'

Most organizations remain blissfully unaware of Gladwell’s tipping point. The tipping point marks the boundary between linear changes and catastrophic change and unfortunately, it is impossible to predict where a tipping point may occur until after it has been reached. However, project controls can help predict the point if you look for the right things.
The reason this is an important consideration for all project managers and project organisations is that leading up to the tipping point, increases in project complexity have predictable increases in difficulty and the situation is manageable. Once the tipping point is reached, the situation flips from predictable and manageable to unmanageable within the current context. New paradigms are needed to first stabilise the situation, then recover. But there is no fixed point for this change; the tipping point is influenced by the capability of the performing organisation and its people and the degree of complexity of the work they are asked to accomplish.
Push a project to the point where the overall tipping point is reached and there is a sudden breakdown that causes a significant negative change in the likely project outcomes. Recovery is no longer a simple process of marginally increasing the resources deployed, what’s needed is a massive change in the capability of resources. This paper will:

  • Explore the concept of a ‘complexity quotient’ and identify elements that are controllable by the organisation such as optimising the amount of information in the project control systems.
  • Examine the concept of the tipping point and highlights the role of project 'control' systems in identifying potential early warning indicators that may be used to see the 'tipping point' approaching.
  • Considers how an organisation can deal with a project that has ‘tipped’ either as the consequence of an unforeseeable event, a ‘black swan’, or through an inexorable build up of complexity within the work. The concept of organisational resilience is defined.

Founded in 1983, Primavera Systems, Inc. has had an amazing string of software successes; some developed directly and others purchased. Products such as P3, SureTrak, Pertmaster, Prosight, P6 and dozens of others have provided it with more than 450,000 users in more than 60,000 companies world-wide.
This presentation focuses on the CPM schedule-based portion of the products and details feature changes and major fixes over time. This information has proven invaluable to P3 forensic experts in the past and will undoubtedly be of use in many future P6 dispute resolutions. The author is an expert in this field and is a complete Oracle/Primavera outsider, so no punches need to be held.

Project Teams today have to go above and beyond to manage every aspect of their projects. Cost reserves are common place and a dollarized reserve is on most projects, but putting reserve in the schedule is that even possible? Schedule reserves, schedule margins, or buffers can be used interchangeably and are talked about in the PMBOK , GAO Cost Estimating Guide, and is referenced in DID 81650. So it seems as if there is a requirement or at least an implied requirement for schedule contingencies to be a part of the Integrated Master Schedule (IMS)? Yet how many of us are actually utilizing methodologies for calculating schedule margins on the projects we manage? Can we actually have schedule margin and still truly comply with the industry standards? Is rigorous risk management actually being performed on the project if there is not consideration for risk measurement in the schedule?
In this session we will discuss methodologies to calculate schedule margin and ways to implement it on projects. We will discuss the issues that schedule margin may have on EVM and possible solution paths. In addition, we will discuss the conditions a schedule must have in order to truly utilize schedule margin as a management tool. Come join us and learn how to start using the concept or methodology of schedule margin to deal with contingencies associated with the plan, allowing project teams to have better predictability and more control over their projects.

After managing a computer department dedicated to project scheduling in the Oil and Gas industry for 5 years, John saw the light in 1986 and joined Welcom in London to support and develop the Open Plan project scheduling system. In 2003 John became Vice President of Development for Welcom in Houston, responsible for development of the entire Welcom Project Management solution including Cobra and Open Plan. Since 2009 John has managed the Deltek IPM Sustaining Engineering group before transitioning back to Product Management in April 2012.

A critical look at what can, and what cannot be achieved by project control systems (people, tools and outputs) in the effective management of projects from a communication, motivation and stakeholder management perspective. Decisions about which projects and programs to select for best benefit to the organisation, assurance that these projects and programs continue to deliver these benefits, and support to the managers of projects and programs have one thing in common: information. Information from your project control systems supports the decision makers, informs people and organisations of the work required to be done, monitors progress, and provides support and assurance at all levels of the organisation of progress or of the need for intervention.
Communication is the mechanism for creating this information (the data in a control tool is useless until it is communicated). Therefore communication is the only tool to effectively control the delivery of organisational value through the mechanism of a project!
This paper will explore how communication in the form of information exchange controls and assists the work of organisations create value and drive performance, and the effect caused by the way these control systems are developed to assure management that the work is progressing as planned.

WED26 - True Scheduling Integration of Risk, Quality, and Space with CPM Scheduling

Depending on size, every project has between a handful to tens of tasks which require additional scrutiny. Such effort goes beyond traditional time analysis, even relative to resources. Additional primary factors affecting time analysis are risk, quality , and space conflict.
Traditional risk analysis, as it relates to CPM is complex and lacking in many respects. It does not take advantage of prior experience and history, it takes a lot of time to set up and run through for larger projects, and it fails to provide quick what-if mechanisms. It is also important to analyze tasks that require quality or space consideration in the context of time.

WED27 - Time-Profit Trade-Off of Construction Projects in Extreme Hot Weather Regions

Minimizing the duration and maximizing the profitability of construction projects in extreme hot weather regions are two challenging objectives vital for the project success. In order to optimize these two important objectives, construction planners need to analyze and optimize the project resource utilization decisions taking into account the impact of extreme hot weather conditions. These decisions, which include choosing the project’s starting date and the resource utilization of the project activities, will ultimately determine the time, cost, and profit of the construction project. This paper presents a mathematical model that minimizes the project duration and profit under extreme hot weather conditions. Hence, it works best in areas with extreme hot weather, where construction productivity highly fluctuates during the year. In order to optimize the project duration and profit, the model optimizes the resource utilization of the project activities as well as the project start date. The paper discusses the model formulation to identify the decision variables and the optimization objectives for this important construction scheduling problem; and the implementation of the model using three modules (i.e., scheduling, project profit computation, and multi-objective genetic algorithm).
